CUA is a Wisconsin limited liability company that was formed exclusively for the
purpose of:
(a) investigating, and encouraging the American Transmission Company ("ATC") and the Wisconsin Public Service Commission (the "PSC") to investigate, the viability of placing underground the proposed 345 kV tranmission line (the "High Voltage Line") in the area along the Beltline Highway from South Stoughton Road to the West Middleton Substation (the "Proposed Underground Area"); and
(b) promoting the undergrounding of the High Voltage Line in the Proposed Underground Area if CUA reasonably decides that such undergrounding is economically and technically viable.
